ECO scheme delivers 1 million home upgrades in the last three years

New figures from the Department for Energy Security and Net Zero reveal that a total of 4,400,000 energy efficiency installations have been completed under the Energy Company Obligation (ECO) scheme, started in 2013. Notably, over 1 million of these upgrades occurred within the last three years alone, resulting in approximately 298,000 households being improved.

The final quarter of 2025 saw over 63,000 measures implemented, a 16% decrease compared to the previous quarter. While the volume of installations peaked in the first quarter of 2024, the cumulative impact remains significant. By the end of December 2025, the total estimated annual bill savings from ECO4 installations reached £210.5 million.

The data team at Polimapper has compiled key figures highlighting the regions gaining the most value from the scheme.

The constituency with the highest installation rate was Bradford West, with 1,037 upgrades per 1,000 households, followed closely by Bradford East (966). Conversely, the lowest rates of upgrades were concentrated in London boroughs, specifically Chelsea and Fulham (11) and Battersea (12).

While household and business energy costs have not automatically increased, the prospect of future volatility – combined with upcoming changes to the energy price cap – has intensified the focus on the UK’s exposure to global markets.

We need this government to urgently learn the lessons of the past five years – that the UK’s dependence on oil and gas is making us all poorer – and instead free us from fossil fuels by doubling down on renewables and upgrading homes.”
